Windsurf
The most autonomous agent of the three, with quota billing you need to understand first.
Best for: delegating multi-file builds to an agent with automatic codebase context.
What we tested
Honest method. We did not create a paid account or run a controlled benchmark for this report. We reviewed the free tier, the product documentation, and the public pricing and feature pages ourselves, without signing up. Feature and pricing claims below are based on public documentation and pricing as of October 1, 2026, not on hands-on paid testing. Scores are editorial verdicts grounded in those documented capabilities, not measured benchmark results.
We will upgrade this report to full hands-on testing once the publication has paid subscriptions running.
Note on the name: Windsurf was acquired by Cognition AI in December 2025 and rebranded to "Devin Desktop" in June 2026, with windsurf.com redirecting to devin.ai. We review it under the Windsurf name readers know, assessing the same product.
Score breakdown
| Criterion | Points | Why |
|---|---|---|
| Code quality | 18 / 25 | Solid output on standard tasks with full frontier model access, plus the in-house SWE-1.5 model tuned for agent work. |
| Agentic coding | 17 / 20 | Cascade reads the whole codebase, plans across files, runs terminal commands, and iterates. The most "delegate and return" of the three. |
| Codebase understanding | 13 / 15 | Fast Context auto-indexes your codebase and Memories learns your conventions. No manual @mentions needed. Best of the three here. |
| Speed and reliability | 8 / 10 | The IDE itself is fast; the quota system is the risk, because heavy users report hitting daily limits mid-sprint. |
| Value for money | 12 / 15 | Pro at $20 matches Cursor's sticker price, but unpublished quotas make the true cost unpredictable. Flat predictability is gone. |
| Privacy and data controls | 11 / 15 | Teams includes automatic zero data retention, but SSO moved to Enterprise-only in the March 2026 pricing change, a downgrade for mid-size teams. |
Strengths
- Cascade is genuinely autonomous: reads the codebase, plans, edits, runs commands, fixes errors.
- Automatic codebase indexing with Fast Context, no manual file mentions.
- Memories feature learns your patterns and naming conventions over time.
- Plugins for JetBrains, Vim, Neovim, and Xcode let you stay in your current IDE.
- SWE-1.5 (moving to SWE-1.6) is purpose-built for agent coding, not a general model repurposed.
Weaknesses
- Quota billing is opaque: Cognition does not publish quota numbers, so you cannot predict your usage.
- The March 2026 switch from credits to quotas raised Pro from $15 to $20 and drew real user backlash.
- Daily quotas can stall a heavy session with no front-loading option.
- SSO moved to Enterprise-only, which hurts mid-size teams on security reviews.
- The Codeium-to-Windsurf-to-Devin-Desktop rebranding makes the product harder to track than it should be.
Pricing
| Plan | Price | Notes |
|---|---|---|
| Free | Free | Light agent quota, limited models, unlimited Tab completion. |
| Pro | $20/mo | Standard quota, full models, SWE-1.5, Devin Cloud. Student discount: $10/mo. |
| Max | $200/mo | Heavy quota for power users. |
| Teams | $40/user/mo | Zero data retention, admin dashboard, centralized billing, priority support. |
| Enterprise | Custom | SSO, RBAC, hybrid deployment, account management. |
Source: Windsurf pricing page, checked Oct 1, 2026. Billing changed March 19, 2026: credits were replaced with daily and weekly quotas that refresh automatically. Old figures (Free 25 credits, Pro $15/500 credits) are outdated. Grandfathered subscribers keep $15/mo Pro and $30/seat Teams.
Who should buy it
Developers who want to hand a whole task to an agent and come back to working code, and who value automatic codebase context over manual file management. Also a fit for teams that need zero data retention on the Teams plan.
Who should skip it
Anyone with bursty, sprint-heavy usage that could collide with daily quotas, and teams that need SSO without paying Enterprise prices. If you want to see exactly what each request costs, Cursor's credit pool or Copilot's token metering is more transparent.
